Infrastructure policy

Our infrastructure policy development work is guided by the Mayor’s priorities and draws on the experience and objectives of London’s infrastructure stakeholders and aspirations of Londoners themselves.

We work to ensure that the policy, regulatory and commercial frameworks that guide infrastructure development are built with evidence of Londoners’ demands and the challenges faced by the infrastructure sector in meeting them.

We therefore feed directly into the London Plan and other Mayoral strategies, City Hall and TfL guidance and conditions of infrastructure funding administered by City Hall. We also weigh in on national infrastructure policy, the work of the National Infrastructure Commission and regulatory requirements across sectors.

Aligning with the Mayor’s priorities, our primary areas of focus are:

  • supporting London’s recovery from the COVID-19 pandemic
  • addressing policy barriers to effective coordination of infrastructure planning and delivery 
  • promoting diversity and inclusion in the infrastructure sector
  • decarbonising London’s infrastructure
  • strengthening the resilience of London’s infrastructure networks.

Our policy team developed the London Infrastructure Plan 2050 – London's first ever infrastructure plan, which acts as an important evidence base that underpins implementation of our wider work programme. In 2019, we updated this plan by refreshing the cost and funding model in response to the Mayor’s strategies.

Released in 2014, this plan is the first ever attempt to identify, prioritise, and cost London’s future infrastructure
